Past Activities of SDA Odisha
  • PAT workshop for the Designated Consumers of the State was organized on 25th March 2011

Policy Initiative
  • Orissa Energy Conservation Building Code 2011 (OECBC) has been notified for adoption in the State. Orissa has been the first State to have amended the ECBC to match the local requirements in consultation with BEE, Govt. of India.
  • Orissa State energy conservation fund (OSECF) rule has been notified and OSECF has been established for effective implementation of EC Act in the State.
  • Scheme for extending financial support to State PSUs, cooperatives and autonomous institutions for implementation of energy efficiency in the buildings, industries, municipality, and agriculture has been approved and notified.
  • State action plan for climate change for energy has been finalized with action templates for energy conservation and energy efficiency.
  • Energy Conservation Policy of the state is being framed to ensure implementation of energy efficiency in the building, municipal, agricultural, industrial and domestic sector. Draft policy is being reviewed for finalization.
Directive
  • Use of energy efficient lights in buildings, street lights, outdoor lighting, hoardings and advertisements.

IGEA
Investment Grade Energy Audit (IGEA) study has been conducted by SDA Orissa with support of reputed Govt. of India organizations such as National Productivity Council and Petroleum Conservation Research Association (PCRA). Govt. buildings, major drinking water pumping systems, dairay plant has been included during the initial phases. The study provides information on the energy usage of the installations and provides estimates of energy savings that can be realized from undertaking energy efficiency implementations. The study also indicates the investment needs, payback periods etc. to give some indication on the attractiveness of the investment proposal.
IGEA of Govt. Buildings
  • As a part of Energy Conservation action plan, energy audit of 20 Govt. buildings including the prestigious Orissa Legislative Assembly, State Secretariat, Raj Bhawan, Soochana Bhavan, etc. has been completed.
  • Study resulted in the audit of more than 14 MVA contract demand and more than 11 MW of connected load. An energy saving potential of more than 2 MW has been explored.
  • Orissa is the first State to have undertaken implementation of the IGEA recommendations by providing adequate financial support from the State Budget. Fund has already been placed with General Electrical Division, Works Department, Govt. of Orissa for implementation of recommendations in these buildings. Implementations have already been completed in seven buildings and under progress in other Govt. buildings. Implementation scheduled for completion within the current financial year.
IGEA of Dairy Plant
To promote energy conservation in the dairy sector, energy audit of Bhubaneswar Dairy plant, OMFED, a state level cooperative society, has been completed. An annual energy saving potential of 4,13,977 units and 2,80,696 ltrs of furnace oil contributing towards an annual saving potential of more than Rupees 1.2 crores (more than 25% energy savings with attractive payback period) projected by the study. OMFED has been advised to implement the recommendations so as to realize the energy saving potential. Implementation through ESCO route with funding support from the revolving investment fund is being actively pursued.
IGEA of DWPS
Energy audit of four major drinking water pumping stations (DWPS) of the State i.e. Mundali, Berhampur, Bolangir, Bhubaneswar has been completed and DPRs has been finalized in consultation with BEE. Encouraging energy saving potential has been explored. Implementation of Berhampur and Bolangir systems are being taken up through respective Public Health divisions. Rs.1.80 crores has been placed with the PH divisions of Bolangir and Berhampur for commencement of energy efficiency implementations. BEE Govt. of India has been requested to extend financial support for the Palasuni and Bhuasuni projects of Bhubaneswar.
Awareness Campaigns
  • National Energy Conservation Day is being celebrated each year on 14th December on the occasion of the National Energy Conservation Day since 2009. The 2009 State Level function was graced by Hon’ble Minister of Energy and Hon’ble Minister, School & Mass education, Orissa, Commissioner-cum-Secretary to Govt., Dept. of Energy and Commissioner-cum-Secretary to Govt., Dept of School & Mass Education, Orissa. Different promotional materials were inaugurated during the occasion. The winners of the State level essay writing competition were felicitated during the occasion.
  • Hon'ble Chief Minister,Orissa, Hon’ble Finance Minister, Orissa, Hon’ble Energy Minister Orissa graced the State level EC day function organized at Bhubaneswar on 14th Dec’2010. The winners of the state level essay writing and painting competition were felicitated during the occasion with memento and cash prizes. An information booklet on Energy Conservation for school children was inaugurated during the occasion.
  • School and State level essay writing as well as painting competition was also organized on the occasion of Energy Conservation Day on 14th Dec’2010. Best Fifty participants selected from the school level competition from each category participated in the State level competitions. Winners of the competitions were given away with attractive cash prizes and mementos during the State level function. Local tour was also organized for all the participating students and their parents/guardians. Leaflets on energy conservation and T-shirts with “Save Energy” message was distributed to the participating students.
  • The State Designated Agency (SDA) has been organizing Energy conservation awareness program during Baliyatra, Cuttack, a major cultural fair of the State, since 2009. During the seven days campaign, posters and promotional video materials on Energy Conservation are displayed to create awareness among the general public. Thousands of people visited the stall. Leaflets, both in Oriya and English were distributed during the festival. Energy conservation tips highlighting the importance of the energy conservation for the domestic, building, industries, transport and other sectors was included in the leaflets for the awareness of public. The entire stall was illuminated using only 34 watt LED (Light Emitting Diode) lighting (6 nos. of 3 watt and 4 nos. of 4 watt LEDs) in 2009, which generated interest among the general public on LED technology. Slogans competition in both Oriya and English was organised at the stall each day to attract visitors. Two best slogans on energy conservation, both in Oriya and English were selected and the writers were given CFLs/LEDs as prizes to promote awareness on the use of energy efficient lighting. Use of LED tube lights, LED focus lights, demonstration of energy efficiency was organized during the 2010 Baliyatra. The slogan campaign attracted hundreds of enthusiasts to the stall. Demonstration of energy efficiency was also explained to the visitors by using simple practical demonstrations.
  • An awareness campaign was organized on 14.12.2009 as part of the EC day celebration during a student rally from Master Canteen Square, Bhubaneswar. Caps with message on energy conservation were distributed to the participants. Energy conservation banners and placards were also displayed during the occasion.
  • Energy conservation Stall during the three day state level celebration of Sishu Mahotsav at Bhubaneswar from 12.11.2010 to 14.11.2010 was organized by SDA, Orissa. Different awareness programs on EC and energy efficiency was undertaken and hands on demonstration of energy efficiency were explained to the visiting students. On the spot quiz competitions, slogan writing, painting competitions were organized. Useful energy saving tips in Oriya and English were distributed. LCD TV was used to demonstrate different awareness programs on energy conservation, climate change etc. The entire stall was illuminated with different type of LED lighting systems. LED and other energy efficient lights were distributed as prizes during each day of the three days celebration. The stall was a major crowd puller and was thronged by thousands of students.
  • As part of the awareness campaign on Energy Conservation, short documentary videos have been produced with the support of ORSAC. Topics covering use of star labeled appliances, use of CFL, general energy saving tips, tips for saving fuel, tips for reducing energy bill, ECBC, energy audit etc. has been used for creation of the short duration video spots. Production of serials on energy conservation is under progress by ORSAC.
  • ORSAC has commenced telecast of these programs in local TV channels. Doordarshan, Bhubaneswar also telecasted the one minute video spots during prime and non-prime time for creating awareness among general public. Awareness programs in FM Radio channels during the Baliyatra festive season was used to create awareness and for wide publicity of the slogan competition.
  • Energy conservation posters, leaflets and tips for domestic users, industries, buildings are prepared as part of the energy conservation awareness campaign.
  • To spread Energy Conservation awareness, Energy Conservation message in Oriya is being printed in OMFED milk packet since 15th December, 2009.
  • Awareness messages are also published in the leading news paper dailies to create awareness among the general public. Simple dos & donts, energy saving tips, use of BEE star labeled appliances, energy efficiency in buildings were covered in the advertisement.
Workshops and Seminars
  • PAT workshop for the Designated Consumers of the State was organized at Bhubaneswar on 25.03.2011 as part of the 3L program. Presentations were made on the NMEEE and different features of PAT. Extensive discussions on the draft consultative paper were held for collecting feedback from the designated consumers and other stakeholders on the PAT scheme. Commissioner-cum-Secretary to Govt., Dept of Energy, Orissa, Deputy Director General, BEE, Govt. of India and other dignitaries graced the occasion.
  • Workshop on ECBC and its implementation in Orissa was organized on 03.02.2010 at Bhubaneswar to kick start the ECBC movement in the State. The representatives of State Urban and Local bodies, Works Department, Architects and other stakeholders deliberated on the draft ECBC framed by SDA for the formulation of a state specific code. The workshop was inaugurated by Hon’ble Minister Energy and Principal Secretary to Govt., Finance Department, Orissa, Commissioner-cum-Secretary to Govt., Energy, EIC cum Secretary to Govt., Works Department and other dignitaries.
  • An awareness program was organized during the review meeting of Police Officials on 25.07.2010 to create awareness on energy conservation and energy efficiency. Simple tips and financial benefit from implementation of energy efficiency measures such as use of T5, star rated appliances were explained for adoption in Police Stations.
  • A two days State level workshop of Designated Consumers along with a training program for e-filing of energy data was organized on 03rd and 4th June 2009. The workshop was inaugurated by Hon’ble Minister Energy, Orissa.
  • An workshop for the certified Energy Managers and accredited Energy Auditors was organized on 6th June 2009 as part of the annual action plan to discuss matters relating to successful implementation of energy conservation act 2001 in the State.
  • An workshop on Energy Conservation Act was organized for the Electrical Inspectors on 17.08.2009. The legal aspects and inspection requirements of the Energy Conservation Act was deliberated during the workshop.
  • Workshops were also organized at Bolangir, Berhampur, Bhubaneswar and Mundali exclusively for the Public Health authorities for creating awareness on energy conservation and energy efficiency among the drinking water pumping system officers and technical staffs. The effects of safe operating practices, impact of energy audit for improvement of energy efficiency was discussed during the workshops.
  • Energy conservation workshops were also organized for the different stakeholders at Sunabeda on 24.10.2010 and at Berhampur on 27.02.2011 to create awareness on energy conservation and discuss measures for improving energy efficiency.
  • A presentation was made on 22.01.2011 during the National Workshop on Emerging technologies organized by Silicon Engineering College at Bhubaneswar. Recent developments in energy conservation and energy efficiency were presented. The role of national institution such as BEE in spearheading the energy efficiency in the country along with overview of the Energy Conservation Act 2001 was presented during the occasions and was highly appreciated by the delegates and student community.
